The Challenge of Decentralization

Experiences from Iraq and Actions for Change

This book examines how local societies, previously under Saddam Hussein’s dictatorship, can reconstruct democratic and decentralized communities. It talks about the principles of good governance, different theories of decentralization and planning, and the macro, meso, and micro levels that affect local governance.

It analyzes the evolution of the Kurdistan governance system and the impact of the Provincial Development Strategy post-2003. The Provincial Development Strategy employs participatory planning to tackle development challenges in three stages: formulation, implementation, and institutionalization. The book recognizes possible shortcomings in participatory methods but promotes cooperation among government, private sectors, and civil society. It highlights the necessity of strategic partnerships to overcome the legacy of dictatorship and foster sustainable development in Iraq.
