The research argues that despite the promotion of decentralized government by Iraq’s 2005 Constitution, regional and local levels in Iraq still struggle with issues related to development, planning, administration, performance, management, and accountability. It focuses on the case of Kurdistan, exploring the adoption of decentralization and analyzing various models, motivations, and definitions. The study identifies challenges such as limited resources and institutional capacity that hinder performance and accountability, examines the structure and restrictions of the district planning system, and evaluates the impact of decentralization on service delivery and citizen participation in local governance.
